Are U.S. police videos public domain?

I am wondering if police videos in the United States are public domain, or if they are copyrighted.

Would prefer comments from experts, such as police, law enforcement, attorneys, etc. but please feel free to put your two cents worth even if you’re not a professional.

   Police video is often held for evidence and only released with offical consent
